TUPPER LAKE, NY — State Police arrested a man on weapons and child endangerment charges following a report of a homemade explosive device.
Matthew W. Latour, 27, of Tupper Lake, was arrested Nov. 11 and charged with criminal possession of a weapon in the third degree and endangering the welfare of a child.
State Police responded at approximately 5:18 p.m. to Ivy Terrace in the village of Tupper Lake to assist the Tupper Lake Police Department with a report of an individual in possession of a bomb.
An investigation determined that Latour had constructed an improvised explosive device.
State Police and the Tupper Lake Police Department responded to the scene, located the homemade IED and secured the area.
The New York State Police Bomb Disposal Unit responded and rendered the device safe.
Latour was taken into custody and transported to State Police Tupper Lake for processing.
He was arraigned in the Village of Tupper Lake Court and released on his own recognizance.
