Man arrested on domestic violence charges in Ulster

ULSTER, NY — A Kingston man faces multiple charges following a domestic dispute in a parking lot on Nov. 4.

David L. Cartagena, 46, of Kingston, was arrested at approximately 11:21 p.m. and charged with aggravated harassment in the second degree and reckless driving.

Police responded to the parking lot of Bread Alone at approximately 10:54 p.m. for a report of a domestic dispute in a vehicle.

Cartagena had left the scene in another vehicle before officers arrived but was located shortly after on Ulster Avenue.

A female victim provided a sworn written statement saying that while she was driving, Cartagena violently shifted the moving vehicle into park and struck her in the face with a closed fist.

The victim displayed marks on her face consistent with the described actions, police said.

Cartagena was transported to Ulster Police Headquarters for processing.

He was then transported to the Ulster County Jail to await arraignment at CAP court and a request for an order of protection.
