PLATTSBURGH, NY — New York State Police arrested two men following a physical altercation on Oct. 24.
Pedro J. Cruz, 56, of West Chazy, was charged with criminal obstruction of breathing or blood circulation.
Skylar J. Cruz, 24, of West Chazy, was charged with criminal possession of a weapon in the fourth degree, menacing in the second degree and criminal mischief.

An investigation determined that Pedro Cruz and Skylar Cruz were involved in a physical altercation with two victims.
During the altercation, Pedro Cruz wrapped his hands around one victim’s neck and applied pressure, causing the victim to be unable to breathe.
Skylar Cruz was in possession of a knife, which he brandished while making threatening remarks toward the victims.
He then punctured the front driver’s side tire of one victim’s vehicle and struck the window with the knife, causing damage.
Both men were arrested and transported to State Police Plattsburgh for processing.
They were released on appearance tickets returnable to the Town of Plattsburgh Court in November.
