BALLSTON, NY — The Saratoga County Sheriff’s Office arrested Joseph E. Hess, 32, of Frankfort, Friday charging him with robbery in the first degree and assault in the first degree, both class B felonies.
Hess was taken into custody by the Sheriff’s Office at the George W. Hill Correctional Facility in Delaware County, Pennsylvania, on charges that stemmed from an incident at the McDonald’s in the town of Ballston on Oct. 16.
He is alleged to have stolen a purse from a vehicle then struck a 76-year-old woman with his vehicle while fleeing the scene.
The woman sustained multiple compound fractures to her leg.
Hess was arraigned Saturday before the Honorable Ellwood A. Sloat Jr. in the Malta Town Court and remanded to the Saratoga County Jail pending further proceedings in the Ballston Town Court.
