ROYALTON — Vermont State Police responded to a rollover crash on Happy Hollow Road near Morgan Road at approximately 4:58 p.m. on Sept. 26.

Troopers from the Royalton Barracks found an overturned vehicle at the scene.

Two adults and three juveniles, ages 8, 13, and 15, were in the vehicle at the time of the crash.

Investigators determined the crash resulted from grossly negligent operation by the driver, identified as Brian Moore, 36, of Tunbridge.

Moore failed to inform police or emergency medical services personnel that children were involved in the crash and had sustained serious bodily injuries, according to police.

Moore and a passenger, Sierrah Carrasco, 28, of Tunbridge, falsely told law enforcement authorities who was operating the vehicle, police said.

Moore was cited on charges of cruelty to a child, hindering or obstructing an officer, grossly negligent operation, recklessly endangering another person, and false reports to law enforcement authorities.

Carrasco was cited on charges of false reports to law enforcement authorities and hindering or obstructing an officer.

Both are scheduled to appear for arraignment at 12:30 p.m. on Oct. 16 in the Criminal Division of Vermont Superior Court in Woodstock.

The 2017 Dodge Ram 2500 sustained extensive overall body damage.
