Norwalk traffic stop leads to drug arrest after foot chase

NORWALK — A traffic enforcement stop for an unregistered motorcycle led to a narcotics arrest after the suspect fled on foot and was apprehended with a taser Thursday evening.

Officer Wargo, operating a marked police motorcycle, observed Vladimir Ruales-Espinoza, 33, of Stamford, traveling westbound on Sunset Hill Avenue at 6:32 p.m. without a registration plate.

When Wargo attempted to initiate a traffic stop while Ruales-Espinoza was stopped at a red light, the suspect refused to turn off his motorcycle and attempted to maneuver around the officer.

Wargo prevented him from leaving, at which point Ruales-Espinoza dropped his motorcycle and fled on foot.

After a foot pursuit across East Avenue, Wargo deployed his department-issued taser and successfully took Ruales-Espinoza into custody.

During the investigation, officers located narcotics both on Ruales-Espinoza and in the area where he fled.

Officers recovered two bags of cocaine weighing 102.57 grams, ten smaller bags of cocaine weighing 11.12 grams, fifteen Xanax bars and seventeen Oxycodone pills that tested positive for fentanyl.

Ruales-Espinoza was charged with possession with intent to sell narcotics, interfering with an officer, operating a motor vehicle under suspension, operating a motor vehicle without insurance and operating an unregistered motor vehicle.

He was held on $200,000 bond with a court date of Oct. 24.
