2 Massena residents arrested on drug charges in Norfolk

NORFOLK — Members of the New York State Police arrested Ryan J. O’Neill, 35, and Brittany P. Horton, 36, both of Massena, for four counts of criminal possession of a controlled substance in the seventh degree on Oct. 8.

At approximately 8:54 p.m., troopers observed a gray 2012 Chevrolet traveling on State Highway 420 in the town of Norfolk violating a vehicle and traffic law.

The troopers initiated a traffic stop and interviewed the driver, identified as Horton, and the passenger, identified as O’Neill.

During the interview, it was discovered that Horton did not have a valid driver’s license, and both individuals were exhibiting suspicious behavior.

The troopers requested permission to search the vehicle, which Horton granted.

This search led to the discovery of drug paraphernalia and narcotics.

Horton and O’Neill were arrested and transported to SP Massena for processing.

They were both released on appearance tickets, which require them to return to the Town of Norfolk Court at a later date in November.
