DICKINSON — The Broome County Sheriff’s Office released initial details on an investigation into the medical emergency-related death of a female incarcerated individual at the Broome County Correctional Facility that occurred within hours of being booked.
On Wednesday, Oct. 8, Chelsey M. Davis, age 38 of Port Dickinson, was remanded to the Broome County Correctional Facility by the Town of Chenango Court.
Following standard booking procedures, Davis received a full medical and substance abuse screening with Correctional Facility medical staff.
Based on the screening and observation by medical staff, Davis was housed in the Medical Unit at the Facility.
A short time later, Davis was seen by medical staff a second time as part of routine medical rounds.
Following the second visit, medical staff was called back to her housing unit for a third examination, and staff reported finding Davis responsive and not exhibiting any issues to indicate a medical emergency.
Twenty minutes after medical staff left Davis’ unit, Davis experienced a medical emergency and Corrections and Medical staff responded, administered CPR and an AED, but were unable to revive her.
An autopsy was conducted Thursday and full results have not been received at the time of this release.
Davis was taken into custody at 2:14 p.m. and began the intake process at 2:33 p.m.
She was transferred to the medical unit at 3:37 p.m. based on the results of her booking procedures and medical screening.
Davis received a second medical evaluation at 7:48 p.m. as part of standard medical rounds, with no signs of discomfort or distress noted by medical staff.
Between 8:45 p.m. and 9:00 p.m., corrections staff requested another evaluation by medical staff based on Davis’ behavior and communication.
Medical staff found Davis responsive and not exhibiting any issues to indicate a medical emergency.
At 9:21 p.m., corrections staff witnessed Davis experiencing a medical emergency and immediately responded along with medical staff to attempt life-saving measures, including CPR and utilizing an AED.
Superior Ambulance was called and EMTs arrived at 9:44 p.m.
Davis was unable to be revived and pronounced deceased at the scene at 10:12 p.m. by an EMT in consultation with a physician.
The Broome County Correctional Facility is conducting a full investigation into the death and cooperating with the Office of New York State Attorney General and the New York State Commission on Corrections on a full review of the incident.
