Massena man arrested on domestic violence charges

MASSENA — Members of the New York State Police arrested Floyd D. Steele, age 30, of Massena, on Oct. 4 for menacing 2nd degree and strangulation 2nd degree.

At approximately 5:57 a.m. on Oct. 1, troopers responded to a residence on State Route 420 in the town of Massena for a reported domestic dispute.

Troopers had received a third-party call regarding a physical domestic incident.

Upon arrival, individuals at the residence were uncooperative, and no report was made at that time.

On Oct. 3, the victim later contacted State Police to report the incident, stating they had been too afraid to speak with troopers during the initial response.

The investigation determined that Steele became frustrated during an argument, striking the victim in the face multiple times.

The altercation escalated when Steele brandished a pocketknife and made threatening remarks before placing his hands around the victim’s neck, causing the victim to lose consciousness.

When the victim regained consciousness, Steele was reportedly kicking them while they were on the kitchen floor.

The victim was eventually able to get away and retreat to another room.

Steele was arrested and transported to SP Massena for processing.

He was arraigned in the Town of Norfolk Court and remanded to the St. Lawrence County Jail in lieu of $10,000 cash bail.
