WATERBURY — Members of the Waterbury Police Department’s Criminal Investigation Bureau, Auto Theft Task Force, Gang Task Force, Crime Prevention Unit, Major Crimes Unit, the Connecticut State Police Violent Crimes Task Force, and the Hartford Police Department executed an arrest warrant for Latroy Young, 37, of Hartford, on Sept. 22.
Young was located and apprehended at 2964 Main Street at G Style Lounge in Hartford without incident.
He was charged with conspiracy to commit murder, criminal possession of a firearm/ammunition and illegal possession of a weapon in a motor vehicle.
Young is a convicted felon and is prohibited from possessing any firearms and ammunition.
Young remains in the custody of the Connecticut Department of Corrections.
The Waterbury Police Department also holds an active arrest warrant for Gerard Brown, also known as Gerald Brown, 45, of Hartford, in connection with this homicide.
On Sept. 15 at approximately 7:48 p.m., Waterbury Police officers responded to reports of shots fired outside 94 Charles Street.
Officers located a male victim, Frank Garay, 29, of Hartford, suffering from a gunshot wound.
He was pronounced deceased at the scene.
