MANCHESTER — The Manchester Police Department has been investigating a series of motor vehicle break-ins reported during September that led to the recovery of stolen property and arrest of a suspect.
On Sept. 6, officers responded to a report of a vehicle break-in at a restaurant on Main Street in Manchester.
The victim reported that a backpack containing a wallet and laptop had been stolen and the stolen credit cards were later used at a business in Arlington and in Bennington.
Security footage and witness information helped identify two suspects: Chelsy Moore, born March 22, 1990, and Bradley W. Hughes, born Jan. 6, 1990.
The investigation also linked the suspects to a black Toyota RAV4, a rental vehicle connected to Hughes’s mother.
Over the following weeks, additional vehicle break-ins were reported, including incidents on Sept. 20 at a Main Street business and on Sept. 22 outside the Taconic Hotel.
Stolen property included laptops, handbags, and distinctive dog walking equipment.
On Sept. 22, officers located Moore at a camper at 58 Cedar Rock in Arlington.
Officers observed items consistent with stolen property from the recent break-ins, including dog walking equipment and a handbag matching descriptions provided by victims, inside the camper in plain view.
Moore was taken into custody on outstanding arrest warrants and the camper was secured pending a search warrant.
A search warrant was issued and resulted in the recovery of property reported stolen from the vehicle break-ins.
Moore remains in custody for lack of bail and was transported to Marble Valley Correctional Facility.
Hughes has been identified as a suspect and has been evading law enforcement with active outstanding warrants for his arrest.
