Newington man faces kidnapping, assault charges after domestic incident

NEWINGTON — A local man was arrested Sunday after a domestic disturbance led to a multi-town police response and a standoff.

The Newington Police Department was dispatched to a residence at approximately 12:10 p.m. on Sept. 21 for a reported domestic disturbance.

Upon investigation, police alleged that John Lacen-Romero, 36, of Newington, assaulted an adult female at the residence.

Police said Lacen-Romero grabbed the woman by the neck, restricting her ability to breathe.

He also allegedly made threats to harm two juveniles who were present.

Following the assault, Lacen-Romero removed the two juveniles from the home, placed them in a vehicle and left the area.

The Newington Police Department coordinated with other law enforcement agencies to locate the vehicle.

The Stamford Police Department located the vehicle, which crashed and became disabled after a short pursuit.

Lacen-Romero was taken into custody after an extended standoff.

The children were taken to an area hospital for evaluation.

Lacen-Romero was charged with two counts of kidnapping in the first degree, one count of strangulation in the second degree, three counts of unlawful restraint in the first degree, three counts of reckless endangerment in the first degree, two counts of risk of injury to a child, one count of assault in the third degree and one count of criminal mischief in the second degree.

He is being held on a $1,000,000 bond.

Lacen-Romero is scheduled to appear at New Britain Superior Court on Sept. 22.

The incident remains under active investigation.
