FOWLER — A member of the New York State Police arrested Misti R. Bigwarfe, age 32, from Gouverneur, for two counts of endangering the welfare of a child on Sept. 15.
At approximately 1:12 p.m. on the same day, troopers responded to Island Branch Road in the town of Fowler after receiving a complaint about two small children being outside near the road unaccompanied.
Upon investigation, it was determined that the children were both under the age of four and were outside without adult supervision.
Bigwarfe was arrested and taken to SP Gouverneur for processing.
She was later released on an appearance ticket, which requires her to return to the Town of Fowler Court on a scheduled date in October.
Child Protective Services was contacted to assist with the investigation.
