RUTLAND — Two Rutland residents were arrested Tuesday on cocaine sale charges following a months-long drug investigation that culminated in a search warrant execution at 108 South Main St.
Elizabeth Capen, 33, and Daniel Rabtoy, 38, both of Rutland, were taken into custody during the Tuesday morning raid conducted by the Rutland City Police Department, Homeland Security Investigations and the Vermont State Police Unmanned Aircraft Systems team.
The investigation began in June when the Vermont Drug Task Force and Rutland City Police Department Bureau of Investigation launched a probe into cocaine distribution from the South Main Street address.
Confidential informants purchased cocaine base from both suspects during the investigation, according to police.
During Tuesday’s search, detectives located Capen and Rabtoy in a basement living area along with several other individuals, including two young children.
Law enforcement recovered two handguns in the basement, one of which was loaded with a chambered round.
Capen was on furlough at the time of her arrest stemming from multiple prior convictions including grand larceny, simple assault, retail theft, unlawful mischief, violation of conditions of release, petit larceny and false information to police.
She has 13 prior failures to appear on her record.
Capen was arraigned on the felony cocaine sale charge and ordered held on $5,000 bail.
Probation and Parole is filing a notice of suspension of furlough.
Rabtoy is scheduled for arraignment at 10 a.m. Nov. 3 in the Criminal Division of Vermont Superior Court in Rutland.
Following the search warrant execution, the city’s Building and Zoning Department deemed 108 South Main St. uninhabitable.
The Rutland County State’s Attorney’s Office is prosecuting both cases.
