2 arrested in Jamestown traffic stop, fugitive apprehended after foot chase

JAMESTOWN — Officers stopped a vehicle at Winsor Street and Scott Street at 2:26 a.m. Sept. 15 and arrested two people on drug and fugitive charges.

Police found that passenger Armando Rosario, 43, was wanted by Pennsylvania authorities.

Officers also discovered cocaine on driver Heather M. Dempsey, 36, according to the Jamestown Police Department.

Both suspects were taken to Jamestown City Jail and are being held pending arraignment.

Rosario is charged with fugitive from justice.

Dempsey is charged with criminal possession of a controlled substance in the seventh degree.

In a separate incident at 4:49 p.m. Sept. 15, officers conducted a traffic stop on the north side of the city.

Police identified occupant Ralph R. Patterson, 45, who had several active felony warrants issued by Jamestown City Court.

Patterson fled on foot when officers attempted to arrest him, prompting a brief pursuit.

He was quickly apprehended and taken into custody without further incident.

Patterson was transported to Jamestown City Jail where he is being held pending arraignment.

He is charged with resisting arrest in addition to the outstanding felony warrants.
