WATERBURY — A 56-year-old woman was arrested Sept. 11 after state police received a report of tumultuous behavior in a moving vehicle and apartment complex parking lot.

Estelle Wickwire of Waterbury was taken into custody following an incident at 36 State Drive at approximately 1:15 p.m., according to Vermont State Police.

Police said Wickwire acted in a tumultuous manner toward Carol-Ann Labbe-Thibouthot, 38, of Waterbury, violating court-ordered conditions of release.

Wickwire was charged with disorderly conduct for her behavior in the vehicle and parking lot.

Investigators discovered Wickwire had an active arrest warrant from a Sept. 9 incident in which she failed to appear at a court hearing.

Wickwire was transported to the Berlin Barracks for processing and issued a citation to appear at Washington County Criminal Court on Sept. 12 at 12:30 p.m.

She was transported to the Chittenden Regional Correctional Facility for lodging per the warrant.
