KINGSTON — Officers observed Sylvia Lowers, 43, of Kingston near the corner of Broadway and Liberty Street at approximately 4 p.m. Wednesday.
Lowers had an outstanding bench warrant for petit larceny out of Kingston City Court and was placed under arrest following a brief foot chase.
During the arrest, Christopher Brown, 21, of Kingston attempted to interfere and struck the side of a police vehicle, causing damage.
While Brown was being subdued and arrested, Lowers escaped custody and fled the scene in a vehicle operated by Sharon Rodriguez, 69, of Kingston.
Rodriguez was later arrested for involvement in the escape and Lowers was located and re-arrested near 81 Green Street.
All three suspects were transported to headquarters and processed.
Lowers and Brown are being held overnight for arraignment in Kingston City Court Thursday morning.
Rodriguez was released with an appearance ticket for Kingston City Court.
Kingston Police Department was assisted by the Town of Ulster Police Department, the Ulster County Sheriff’s Office and the New York State Police.
Lowers was charged with petit larceny on the bench warrant, two counts of misdemeanor resisting arrest and misdemeanor escape in the third degree.
Brown was charged with violation of disorderly conduct, misdemeanor obstructing governmental administration in the second degree and felony criminal mischief in the third degree.
Rodriguez was charged with misdemeanor resisting arrest and misdemeanor obstructing governmental administration in the second degree.
