POTSDAM — New York State Police arrested Owen J. Barto, 20, of Massena on Aug. 27 for strangulation in the second degree and criminal mischief.
Police responded to a domestic dispute on U.S. Highway 11 in the town of Potsdam at approximately 11:55 p.m. on Aug. 26.
The investigation determined that Barto and the victim were having a verbal argument inside a vehicle.
Barto exited the vehicle with the victim’s cell phone and refused to return it.
During the altercation, Barto became physical by opening the victim’s door, grabbing the victim by the shoulder, and placing his hands around the victim’s neck, applying pressure.
Barto was arrested and transported to SP Canton for processing.
He was arraigned in the Town of Norfolk Court, where he was released under the supervision of probation.
