SPRING VALLEY — A 28-year-old Spring Valley man was arrested Aug. 20 after police observed him breaking into vehicles during a proactive operation targeting recent car break-ins.

Daeshawn Wesley Outerbridge was apprehended following a foot chase that began when officers spotted him using a cell phone flashlight to look into parked vehicles at 131 Bethune Boulevard around 10:30 p.m.

Police had been monitoring Rose Avenue, Ewing Avenue, Prospect Street and the Bethune Boulevard corridor as part of an operation responding to an uptick in vehicle break-ins affecting village residents.

Officers recognized Outerbridge as matching the description from previous larceny investigations and began surveillance as he walked on Rose Avenue.

When officers attempted to stop Outerbridge for investigation, he fled on foot before being caught in the area of Slinn Avenue.

A search of the area revealed a vehicle at 90 Ewing Avenue with a shattered front driver’s side window and stolen property missing from inside.

Police also found another vehicle that had been entered and rummaged through, though no items were reported stolen from that car.

Outerbridge was charged with third-degree criminal mischief, petit larceny, attempted petit larceny and obstructing governmental administration.

He was arraigned before Judge Sweet of Spring Valley Justice Court and remanded to Rockland County Jail.

The Spring Valley Police Department was assisted by the Rockland County Sheriff’s Office Drone Unit, Rockland County Sheriff’s Office Bureau of Criminal Investigation, Ramapo Police Department and New York State Police.
