Elmira man arrested on fraud charges in Horseheads

HORSEHEADS — New York State Police have arrested Bradley S. Baldwin, 28, of Elmira, following an investigation into multiple home improvement fraud complaints.

Baldwin was accused Aug. 19 of accepting several thousand dollars from Chemung County residents for contracting projects he never completed.

He was charged Aug. 22 with grand larceny in the third degree, a felony, scheme to defraud in the first degree, a felony, and two counts of grand larceny in the fourth degree, both felonies.

Baldwin was arraigned in the Town of Veteran Court and remanded to the Chemung County Jail on bail.

The investigation is ongoing.
