Olean man arrested on drug charges after traffic stop

OLEAN — A 39-year-old Olean man was arrested on multiple drug charges following a traffic stop Friday morning.

Richard J. Kozlowski was taken into custody at approximately 8:47 a.m. on S. Union St. in the city of Olean, according to the Cattaraugus County Sheriff’s Office.

Deputies observed drugs and drug paraphernalia in plain view in Kozlowski’s vehicle during the traffic stop.

A search of Kozlowski and his vehicle revealed suspected LSD, suspected acetaminophen and hydrocodone pills, suspected crack cocaine, a scale, packaging material and miscellaneous drug paraphernalia.

Kozlowski was transported to the Cattaraugus County Sheriff’s Office Olean Substation for processing.

He was then taken to City of Olean Court for arraignment on charges including criminal possession of a controlled substance in the second degree for LSD, criminal possession of a controlled substance in the fifth degree, criminal possession of a controlled substance in the seventh degree, criminally using drug paraphernalia in the second degree for packaging, criminally using drug paraphernalia in the second degree for a scale, aggravated unlicensed operation in the third degree and circumvent interlock device by operating a vehicle without the device.

Kozlowski was released under supervision and is scheduled to appear in City of Olean Court at a later date.
