ELIZABETHTOWN — Members of the New York State Police arrested Schuyler A. Howard, age 31, of Willsboro, Aug. 8 for charges including burglary, strangulation in the second degree, second-degree assault, and first-degree unlawful imprisonment.

At approximately 9:40 p.m. Aug. 7, Troopers responded to Elizabethtown Community Hospital, UVM Health Network, for a victim of an assault complaint.

An investigation determined that Howard and the victim were involved in a verbal argument, which led to a physical altercation when Howard punched, shoved, and restricted the victim’s breathing and circulation by squeezing the victim’s neck.

Due to Howard’s threats, the victim was afraid to leave the residence or contact law enforcement.

Once the victim was no longer with Howard, law enforcement was contacted.

The victim was treated and released from the hospital.

Howard was located, arrested, and transported to SP High Peaks for processing.

He was arraigned in the Town of Moriah Court, where he was remanded to Essex County Jail in lieu of $20,000 cash, $50,000 bond, or $80,000 partially secured bond.
