Floyd woman arrested in horse cruelty case

FLOYD — A Floyd woman was arrested Saturday following an animal cruelty investigation involving an emaciated horse, according to Oneida County Sheriff Robert M. Maciol.

The Oneida County Sheriff’s Office received an anonymous report July 28 of a possible emaciated horse located on Rabbit Road in the Town of Floyd.

Road Patrol Deputies and Investigators from the Criminal Investigation Unit found a female quarter horse named “Girly” who was extremely emaciated.

Due to her condition, “Girly” was transported to a local certified veterinary technician where she could be cared for throughout the night.

“Girly” was then evaluated by a Doctor of Veterinary Medicine from Oneida Equine Service, which confirmed her emaciated state.

Katelyn Carstenbrock, 35, of Floyd was arrested Saturday and charged with overdriving, torturing and injuring animals and failure to provide proper sustenance, a misdemeanor under Agricultural and Markets Law Section 353.

Carstenbrock was issued an appearance ticket and is due back in Floyd Town Court at a later date.
