2 Allegany County residents arrested on drug charges in Avon

AVON — Two Allegany County residents were arrested on felony drug charges July 5 following a traffic stop on Interstate 390, the Livingston County Sheriff’s Office announced.

Deputy Jason Page conducted the traffic stop at approximately 4:30 p.m. after observing a violation of state vehicle and traffic law.

Page suspected drug activity in the vehicle and conducted an investigation with assistance from his narcotics detection K9, Rayder.

The roadside investigation revealed that the driver, Rachel Frank, 54, and passenger Randy Frank, 54, both of Angelica, were in possession of crack cocaine.

Rachel Frank was charged with felony criminal possession of a controlled substance in the fifth degree and vehicle and traffic law violations.

Randy Frank was also charged with felony criminal possession of a controlled substance in the fifth degree.

Both defendants were transported to the Livingston County Jail for processing and pre-arraignment detention.

Rachel and Randy Frank were later arraigned at the Livingston County Centralized Arraignment Part before Town of Leicester Justice Scofield.

The judge remanded both defendants to the custody of the sheriff without possibility of bail due to each having two or more prior felony convictions.

The Livingston County Public Defender’s Office represented both defendants at the arraignments.
