Norwich man charged in fatal impaired driving crash

NORWICH — A Norwich man has been arrested following a fatal crash in April that killed an Oxford resident.

Lawrence S. Slater, 52, was taken into custody on July 1 after a Chenango County Grand Jury indictment.

The crash occurred on April 12 at approximately 9:11 p.m. on State Highway 12 just south of County Road 4 in Oxford.

A state trooper arrived to find a head-on collision between a Dodge Caravan and a Chevy Equinox.

Steven C. Biviano, 62, of Oxford, was pronounced dead at the scene.

Investigators determined Slater was driving northbound when he crossed into oncoming traffic and struck Biviano’s vehicle.

A toxicology report showed Slater’s blood alcohol content was .18%, more than twice the legal limit.

Slater faces multiple felony charges, including aggravated vehicular homicide and manslaughter.

He was arraigned in Chenango County Supreme Court and held on bail.
