2 charged with drug possession after traffic stop in Gouverneur

GOUVERNEUR — On July 2, Troop B Violent Gangs and Narcotics Enforcement Team charged Joshua W. Quintana, 31, of Calcium, and Heather L. Soluri, 43, of Watertown, with multiple drug-related offenses.

The charges included Criminal Possession of a Controlled Substance 2nd (an A-II Felony), Criminal Possession of a Controlled Substance 3rd (a B Felony), Criminal Possession of a Controlled Substance 7th (a class A Misdemeanor), and Criminally Using Drug Paraphernalia 2nd (a class A Misdemeanor).

The arrests followed a traffic stop on July 1 at approximately 11:39 p.m. in the town of Gouverneur after troopers observed a turn signal violation.

Quintana was identified as the driver, and Soluri was the passenger.

A St. Lawrence County Sheriff’s Office K9 unit responded and alerted to the presence of narcotics during a free air sniff.

A search of the vehicle uncovered more than 2 ounces of methamphetamine, fentanyl, and suboxone.

Troopers also found a scale, unused packaging, glassine envelopes, and small plastic bags containing methamphetamine.

Both suspects were taken into custody and transported to the State Police station in Gouverneur for processing.

Quintana and Soluri were arraigned in Gouverneur Town Court and remanded to the St. Lawrence County Correctional Facility without bail.
