SPRINGFIELD — Three men were arrested in two separate operations conducted by Springfield police and partner agencies to combat illegal prostitution and the commercial sexual exploitation of minors.
On Tuesday, June 24, members of the Springfield Police Firearms Investigation Unit, Massachusetts State Police High Risk Victims Unit and Hampden County Sheriff’s Department conducted an operation to reduce demand for the commercial sexual exploitation of minors.
Law enforcement members created a fictitious juvenile escort online.
Individuals contacted the online escort and agreed to meet at an undisclosed hotel in the city.
During this operation, 49-year-old Peter Chang and 34-year-old Vaughn Davis allegedly contacted the undercover officer posing as a juvenile.
When Chang and Davis arrived at the hotel they were placed under arrest.
On Wednesday, June 25, members of the Springfield Police Firearms Investigation Unit and Hampden County Sheriff’s Department conducted an operation in the South End neighborhood to deter illegal prostitution, human trafficking and other quality-of-life concerns.
Around 1:15 p.m., officers observed a female loitering in the area get into a vehicle after a brief conversation.
Officers conducted mobile surveillance and conducted a traffic stop after the car stopped on Sumner Terrace.
Officers arrested the driver, later identified as Luis Negron.
Chang, 49, of Enfield, Connecticut, is charged with pay for sexual conduct with a child under 18, enticement of a child under 16 and attempt to commit a crime.
Davis, 34, of West Springfield, is charged with pay for sexual conduct with a child under 18, enticement of a child under 16 and attempt to commit a crime.
Negron, 42, of Naugatuck, Connecticut, is charged with pay for sexual conduct.
