WATERTOWN — State police arrested a Watertown man after a traffic stop on Mill Street early June 24.
The stop occurred at 2:23 a.m., when troopers observed a grey Dodge SUV fail to come to a complete stop at a red light.
During an interview with the driver, identified as Ryan T. Mansfield-Martin, age 38, officers noticed a clear, knotted baggie containing a white chalky substance and two white pills in the dashboard area.
The white substance tested positive for crack cocaine.
The two pills were identified as a schedule two controlled substance.
Mansfield-Martin was taken into custody and charged with two counts of criminal possession of a controlled substance in the 7th degree, both Class A misdemeanors.
He was released with appearance tickets returnable to Jefferson County CAP Court at a later date.
