CANTON — The New York State Police arrested Scott A. Bell, 35, of Gouverneur, on June 24 after responding to a report of menacing and a suspected weapon at a residence on US Highway 11.
Troopers were called at approximately 4:17 p.m. to the town of Canton, where a victim reported a confrontation while collecting rent and lawn service fees from renters.
According to investigators, after the victim knocked on the door of one of the mobile homes, the owner initially slammed the door.
When the victim knocked again, Bell allegedly answered aggressively, and a verbal argument followed.
Police said Bell then displayed a firearm and made threats to harm the victim while holding the weapon.
Bell fled before troopers arrived, but he was located a short time later by police.
During the interview, troopers determined the firearm was a BB gun.
Bell was arrested and transported to the SP Canton station for processing.
He was charged with menacing in the second degree and criminal possession of a weapon in the third degree.
Bell was arraigned in the Town of Potsdam Court and remanded to the St. Lawrence County Jail without bail due to prior convictions.
