AUBURN — A two-day joint law enforcement operation resulted in the arrests of two men accused of attempting to engage in sexual acts with minors under the age of 15, officials announced Tuesday.
The operation, which took place from June 18 through June 20, involved the Cayuga County Sheriff’s Office, New York State Police, Finger Lakes Drug Task Force, Cayuga County District Attorney’s Office, and the FBI.
Troy S. Bullock, 45, of Auburn, and Jeremy L. Soutar, 45, of Weedsport, were both charged with attempted rape in the second degree.
According to authorities, Soutar was additionally charged with attempted disseminating indecent material to minors in the first degree as a sexually motivated felony.
Soutar is a registered level 3 sex offender and is currently on parole following a 2014 conviction for first-degree course of sexual conduct against a child.
Law enforcement reported that Bullock was arraigned at CAP court and released on $2,500 bail, while Soutar is being held without bail at the Cayuga County Jail.
New York State Parole assisted in the arrest of Soutar, officials said.
Authorities are urging anyone who may have information about these cases or may have been victimized by the suspects to contact the Sheriff’s Office Criminal Investigations Division at 315-253-1132 or to submit tips via the Cayuga County website or the SaferWatch App.
The investigation is ongoing.
