BATH — New York State Police arrested a 45-year-old Corning woman June 18 following an investigation into an inappropriate relationship with a juvenile resident at a local treatment facility.
Jolene D. Spaulding was charged with second-degree kidnapping, third-degree rape and endangering the welfare of a child in connection with incidents at Hillside Children’s Center-Snell Farms.
The residential treatment facility for at-risk youth is located in Bath in Steuben County.
Spaulding worked as a Youth Care Professional at the facility for approximately four months before being placed on administrative leave June 15.
Facility administrators had raised concerns regarding possible misconduct involving a juvenile resident.
Law enforcement responded June 18 to a report that a juvenile resident was missing from the facility.
Staff conducted a facility-wide search and notified Steuben County 911 of the missing juvenile.
State Police from the Painted Post barracks and Corning Police Department located Spaulding and the juvenile in a parked vehicle at a local park.
Both were transported to the Painted Post station for interviews.
Investigators determined that Spaulding had engaged in a sexual relationship with the juvenile who had been reported missing from the facility.
Spaulding was charged with second-degree kidnapping, a Class B felony; third-degree rape, a Class E felony; and endangering the welfare of a child, a Class A misdemeanor.
The investigation is ongoing.
