2 men arrested on drug charges after traffic stop in Olean

OLEAN — Two men were arrested on drug charges after a traffic stop on N. 2nd Street late June 15.

Joseph P. Dempsey, 45, of Olean, was taken into custody at approximately 11:48 p.m., followed by Brian J. Learn, 43, of Bolivar, at approximately 11:49 p.m.

Both men were occupants of a vehicle that was stopped for vehicle and traffic law violations.

Dempsey was found to have active warrants from the Salamanca Police Department and the Cheektowaga Police Department.

Learn provided consent to search the vehicle he was operating.

Deputies located suspected fentanyl, suspected methamphetamine, multiple packaging materials, a scale and drug paraphernalia during the vehicle search.

Both men were transported to the Cattaraugus County Sheriff’s Office Olean Substation for processing before being taken to Olean City Court for arraignment.

Dempsey was charged with criminal possession of a controlled substance in the third degree, criminal possession of a controlled substance in the seventh degree, and two counts of criminally using drug paraphernalia in the second degree.

Learn was charged with criminal possession of a controlled substance in the third degree, two counts of criminally using drug paraphernalia in the second degree, aggravated unlicensed operation in the third degree and failure to signal a turn.

Learn was released on his own recognizance and is scheduled to appear in Olean City Court at a later date.

Dempsey was remanded to the Cattaraugus County Jail with bail set at $125,000.
