Owego man arrested on burglary, sexual assault charges

OWEGO — A Pennsylvania man was arrested Friday evening after police responded to a disturbance call on North Avenue.

Drew Robert Small, 39, of Langhorne, Pennsylvania, was taken into custody at approximately 6:45 p.m. after officers observed him and a female exiting a local business.

Police said the female appeared to be in distress when officers engaged with the couple.

Small attempted to flee the area during the interaction and was apprehended by a second police officer.

The investigation determined that Small had unlawfully entered the victim’s apartment, choked her and prevented her from calling for help by taking her cell phone, according to police.

Police said Small sexually assaulted the victim inside the apartment.

The suspect then ordered the victim from the building and attempted to take her to a vehicle against her will before being confronted by an officer, police said.

Small was arraigned at the Tioga County Centralized Arraignment Court and remanded to Tioga County Jail on $1 million cash bail or $1 million bail bond by Justice Shaffer.

He faces charges of burglary in the second degree, a class C felony; burglary in the third degree, a class D felony; aggravated sexual abuse in the third degree, a class D felony; and unlawful imprisonment in the second degree, a class A misdemeanor.

Additional charges are pending.
