Horseheads police arrest man in child exploitation case

HORSEHEADS — The New York State Police have arrested Alexander W. Lowman, age 27, of Horseheads, following a child exploitation investigation.

The investigation began with a referral from the National Center for Missing and Exploited Children.

On April 18, 2024, state police executed a search warrant on Tifft Ave in the village of Horseheads as part of the case.

During the search, authorities seized numerous electronic devices for forensic examination by the Troop E Computer Crimes Unit.

On May 27, Lowman was charged with promoting a sexual performance by a child, a D felony, and possessing a sexual performance by a child, an E felony.

Lowman was arraigned in the Village of Horseheads Court and released pending further court action.
