Newburyport man, woman arrested on gun, drug charges

NEWBURYPORT — A New Hampshire man and a local woman were arrested on charges including illegal possession of a firearm and drug possession following a traffic stop Thursday night, according to Newburyport Police.

Charles Allen Jr., 58, of Seabrook, and Susan Devlaminck, 49, of Newburyport, were taken into custody after police discovered a loaded .38 caliber revolver and methamphetamine during a vehicle search.

The arrests occurred around 10:37 p.m. on May 15 when Officer Schyler Reilly stopped a black Nissan Maxima for multiple safety equipment violations near Storey Avenue and Woodman Way.

Allen, who was driving the vehicle, faces multiple charges including possession of a Class B drug, carrying a loaded firearm without license, carrying a firearm without license, carrying a dangerous weapon (four counts), and possession of ammunition without FID card (two counts).

Devlaminck, the passenger, was charged with possession of a Class B drug.

During the search, officers found approximately 6 grams of methamphetamine in a clear plastic container inside the passenger seat.

Police also discovered eight .22 caliber bullets, a magazine, brass knuckles and a double-edged knife in the vehicle.

Marshal Matthew Simons reported that Allen did not possess a license to own or carry a firearm in Massachusetts or any other state.

Both suspects were arrested without incident and are scheduled for arraignment in Newburyport District Court on Friday, May 16.
