EDWARDS — State Police arrested Michela J. Chapin, 31, of Edwards, for overdriving, torturing, and injuring animals, as well as failure to provide proper sustenance.
At approximately 10:46 a.m. on May 1, troopers responded to a report on River Road in Edwards and discovered deplorable living conditions of Chapin’s two dogs.
The dog crates were filthy, covered in feces and fur, which posed a potential health risk to the animals.
Additionally, the dogs had no access to food or water.
Chapin was arrested and taken to SP Gouverneur for processing.
The Dog Warden was contacted and came to the scene to take custody of the dogs.
Chapin has been released with an appearance ticket, which requires her to return to the Town of Edwards Court in June.
