DANNEMORA — State Police arrested Eugene M. Harris, a 27-year-old resident of Lyon Mountain, for criminal obstruction of breathing or blood circulation and third-degree assault.
On April 25 at approximately 7:10 a.m., Troopers responded to Phillips Court in the town of Dannemora following reports of a physical domestic incident.
An investigation revealed that Harris and the victim had been engaged in a verbal argument, which escalated into a physical altercation when Harris struck the victim in the head and placed his hands around their neck.
Harris was arrested and subsequently arraigned in the Town of Plattsburgh Court, where he was released on his own recognizance.
