NORWICH — A Johnson City man was arrested on charges of endangering the welfare of a child and official misconduct following an investigation into an inappropriate relationship with a student.

Richard Michael Karl Jr., 54, was taken into custody on April 14 after the Chenango County Sheriff’s Office received reports about a teacher having an inappropriate relationship with a student.

Sheriff’s Office Detectives discovered that during 2024 and 2025, Karl allegedly subjected the student to contact deemed damaging to the physical, mental, and moral welfare of the child.

The arrest was executed with assistance from the Broome County Sheriff’s Office Warrant Division, who located Karl on the morning of April 14.

Karl was transported to the Chenango County Sheriff’s Office for processing and later transferred to the Chenango County Corrections Division to be held for C.A.P arraignment.

Authorities charged Karl with endangering the welfare of a child and official misconduct, both Class A misdemeanors.

The investigation remains ongoing, and officials indicate additional charges may be forthcoming.
