MALONE — Franklin County Sheriff Jay Cook called on Gov. Kathy Hochul and New York state officials to reevaluate policies regarding early inmate releases and provide financial support for local jails housing parole violators.
In a statement released Friday, Cook emphasized the need for stronger post-release monitoring by the Division of Parole.
“It is imperative that Governor Hochul reviews the early release of inmates throughout the County and ensures that those being released are subject to effective and continuous supervision,” Cook said.
The sheriff warned that if proper oversight cannot be guaranteed, such releases should not be granted.
Cook also highlighted concerns about the financial burden placed on county facilities when parolees reoffend or violate release terms.
“These individuals remain under the supervision of the State of New York,” he said.
“It is only fair that when a parolee is returned to our custody, the cost associated with their housing and care be reimbursed by the State.”
The sheriff called for greater collaboration between state and local law enforcement to protect public safety while preventing counties from bearing the financial impact of what he described as unfunded mandates.
