Watervliet man charged with rape after monthlong investigation

WATERVLIET — A 36-year-old Watervliet man was arrested and charged with first-degree rape following an investigation into sexual assault allegations involving a minor, police said Tuesday.

Evan L. Kennedy was taken into custody on April 1 after what authorities described as an extensive investigation conducted jointly by the Watervliet Police Department and the FBI Child Exploitation and Human Trafficking Task Force.

The investigation began on March 17 when police responded to a report of a sexual assault complaint involving a 17-year-old female victim.

Investigators determined the victim had been sexually assaulted by a known individual over a prolonged period of time, according to the police statement.

Kennedy was arraigned in Watervliet City Court and initially held at the Albany County Correctional Facility.

He has since been released under the supervision of Albany County Probation and placed on electronic monitoring.

The Class B felony charge carries significant penalties under New York state law if convicted.
