Waterbury police arrest 2 after burglary at apartment under investigation

WATERBURY — Members of the Waterbury Police Department’s Gang Task Force and Violent Crimes Unit observed an active burglary at an apartment they had just searched, leading to two arrests.

The incident occurred at 174 Willow Street, Apartment B3 on Feb. 28, following the execution of a search warrant at the location.

Officers witnessed a male, later identified as Alan Ross, 40, of Waterbury, forcefully entering the apartment and removing items after police had left and secured the premises.

Investigators conducted a motor vehicle stop of a white Mercedes connected to the burglary, which was being operated by Karen Huggins, 50, of Waterbury.

During the investigation, officers seized a Bersa Thunder 9mm firearm from the vehicle.

Huggins, who holds a valid pistol permit, was traveling with Ross, a convicted felon, who was seated in the front passenger seat within reach of the weapon.

Huggins was charged with Reckless Endangerment in the Second Degree.

Ross faces multiple charges including Burglary 3rd Degree, Larceny 4th Degree, and Weapons in a Motor Vehicle.
