Rockland police arrest 3 on drug charges, outstanding warrants

ROCKLAND — Rockland police arrested three individuals Wednesday on drug charges and outstanding warrants in separate incidents.

At approximately 7 p.m., officers received information about the whereabouts of Harley Winchenbach, 32, a transient, and Josselyn Ellis, 40, of Rockland, both of whom had active arrest warrants.

Police located and arrested Ellis, while Winchenbach fled on foot.

Winchenbach was apprehended about a quarter mile away without incident with assistance from Knox County Sheriff’s deputies.

During his escape attempt, Winchenbach reportedly ran through several residential yards and approached an occupied home, causing the homeowner to lock themselves inside and arm themselves with a knife.

The homeowner yelled at Winchenbach to leave the property, which he did.

At the time of his arrest, Winchenbach was on five sets of bail conditions and had seven active arrest warrants.

Ellis was found in possession of drugs during a search incident to arrest and faces new charges of possession of scheduled drugs and violation of conditions of release.

She was on three sets of bail conditions and probation for a prior drug charge at the time of her arrest.

Earlier that day, at approximately 1 p.m., Rockland police and fire personnel responded to Fieldcrest Apartments to assist a motorist locked out of their vehicle.

The motorist was identified as Jason Winslow, 51, of Rockport, who was on two active sets of bail from prior drug and firearms charges.

During a bail check, officers discovered a felony amount of crack cocaine hidden in the bed of Winslow’s vehicle.

Police also obtained video of Winslow hiding the drugs just before law enforcement arrived.

Winslow was arrested for felony possession of drugs and violation of conditions of release.
