South Windsor police make arrests in dog cruelty and larceny cases

SOUTH WINDSOR — South Windsor police arrested two individuals in separate incidents involving animal cruelty and larceny.

On Monday, March 30, at 5:56 p.m., Tre S. Patrizz, 26, of Andover, was arrested by South Windsor police for allegedly tethering his dog to the back of his vehicle while driving down Buckland Road.

Patrizz initially called 911 to report his dog had jumped out of his vehicle.

A witness also called to report seeing the dog tethered to the moving vehicle and intervened to stop Patrizz.

The dog, a gray pit bull, was taken to New England Veterinary Center in Windsor for treatment of significant road rash to its underbelly and paws.

The injuries are not life-threatening, and with long-term bandage care and pain management, the dog is expected to make a full recovery.

Officers located Patrizz at the veterinary center, where he was taken into custody.

He reportedly stated that he forgot the dog was tethered to the vehicle.

Patrizz was processed and held on a $10,000 surety bond.

He is scheduled to appear in Manchester Superior Court this morning at 9 a.m.

In a separate incident, on Monday, March 3, at 4:17 p.m., Colin R. Chichakly, 24, of Bloomfield, was arrested at a Target store located at 125 Buckland Hills Drive.

Chichakly was accused of attempting to steal $178 worth of merchandise.

During the investigation, he allegedly gave officers a false name and date of birth.

Chichakly was taken into custody, processed, and released on a $5,000 surety bond.

He is scheduled to appear in Manchester Superior Court on Wednesday, March 19, at 9 a.m.
