Owego police successfully apprehend suspect in violent domestic incident

OWEGO — The Owego Police Department responded to a report of a violent domestic incident at approximately 8:08 a.m. Monday on the property of 171 Talcott Street.

The victim managed to escape and file a complaint with the police, revealing that physical assault occurred and weapons, including a firearm, were involved.

The suspect made threats against the victim, the victim’s family, and any responding law enforcement.

The Tioga County Sheriff’s Department and New York State Police were informed of the ongoing situation.

The Owego Police coordinated with Owego Schools Resource Officers and school administration to prevent panic, implementing de-escalation tactics.

The suspect was contained in a shed while unmarked police units conducted surveillance.

A search warrant was signed by a Tioga County Court judge at 3:45 p.m.

Due to limited local resources, the New York State Police Special Operations Response team executed the warrant, leading to the suspect’s arrest without incident.

The School Resource Officers were informed of the situation at 8:19 a.m., and by 9:31 a.m., a modified school day was established.

School dismissal plans were finalized at 9:49 a.m., which influenced the timing of the warrant’s execution.

The suspect was taken into custody without impacting school operations.

Charles D. Beuter was arrested and arraigned on multiple charges, including criminal possession of a weapon, unlawful imprisonment, assault, menacing, and reckless endangerment.

He was held on $150,000 cash bail and a $100,000 bond.
