Elmira police arrest man on child sexual abuse charges

ELMIRA — An Elmira man has been arrested after police say he sexually abused a 16-year-old girl and distributed child sexual abuse material online.

According to the Elmira Police Department, an officer conducted a traffic stop on Feb. 22 on a vehicle suspected of being involved in narcotics activity.

The occupants were identified as 33-year-old Kyle Tice and a 16-year-old girl who had been reported missing.

The girl disclosed ongoing sexual abuse, prompting an investigator to respond to the scene.

The investigation, conducted in coordination with the New York State Internet Crimes Against Children Task Force, led police to execute a search warrant at a residence in Elmira on Feb. 26.

A quantity of evidence was seized.

Police determined that Tice had engaged in sexual acts with the minor, created child sexual abuse material, and distributed the content through a social media platform.

Tice was arrested and charged with one count of use of a child in a sexual performance, a class C felony.

He remains in police custody pending arraignment in Elmira City Court.
