HYDE PARK — State Police arrested Zachary R. Higgins, 34, of Staatsburg, on Feb. 22 for multiple drug and weapon possession charges, along with vehicle and traffic violations.
At approximately 9:22 p.m., troopers on patrol observed a vehicle in the Stewart’s parking lot on Route 9G with two occupants slumped over the center console.
While speaking with the driver, identified as Higgins, officers observed a white crystalline substance on the center console.
A further search of the vehicle led to the discovery of glass pipes, a pair of brass knuckles and a plastic bag containing a white substance.
Higgins was arraigned in Pleasant Valley Town Court and is scheduled to report to Dutchess County Probation on Feb. 24.
