New Berlin — Sheriff’s office warns residents of convicted sex offender’s relocation

NEW BERLIN — The Otsego County Sheriff’s Office has issued a public notification regarding the relocation of a convicted sex offender to New Berlin.

Matthew D. McGowan, 47, has been designated as a sexually violent offender and a predicate sex offender, according to the sheriff’s office.

McGowan was convicted in 2001 of felony third-degree rape for unlawfully engaging in sexual intercourse with a 15-year-old female victim.

In 2022, he was convicted of attempted first-degree sexual abuse after having sexual contact with a 7-year-old female victim.

Authorities say McGowan is now residing at 186 Parker Rd. in New Berlin.

The sheriff’s office emphasized that the notification is being issued in accordance with New York State law to inform the public and enhance public safety.

Officials warned that using this information to commit a criminal act against McGowan could result in prosecution.
