STARKSBORO — Troopers responded at approximately 2:26 p.m. Feb. 19 to a vehicle stuck in a snowbank on States Prison Hollow Road near Route 116.

An investigation determined that Emil North, 23, of Starksboro had operated the vehicle with a criminally suspended license and was violating his court-ordered conditions of release.

That evening, North called 911 multiple times and allegedly threatened to harm troopers and members of the community.

On Feb. 21, North was arrested and transferred to the Addison County Sheriff’s Department for arraignment.
