ROCKLAND — Rockland police arrested three people on drug-related charges during a traffic stop on Feb. 20 after conducting proactive patrols near a suspected drug trafficking location.
Officers stopped a vehicle after noticing it had falsely attached registration plates.
During the stop, police seized approximately 10 grams of fentanyl, crack cocaine, and prescription pills.
Mark Gagne, 42, a transient, was arrested for aggravated trafficking of drugs and violation of conditions of release.
Police said Gagne was out on bail conditions stemming from a homicide investigation at the time of his arrest.
Rachel Winchenbach, 24, of Waldoboro, was arrested on an outstanding warrant related to a prior theft charge.
Michelle Leonard, 58, of Waldoboro, was arrested for violation of conditions of release and possession of drugs.
Police said Leonard was on house arrest for a prior drug trafficking charge.
Rockland police said they often receive reports from residents about locations suspected of drug trafficking and other nuisances.
The department said it will continue conducting proactive patrols and working with landlords and officials to address nuisance properties.
