WEST HAVEN — On Feb. 14, at approximately 12:10 p.m., the West Haven Police Department received a report from a local business regarding a possible case of animal cruelty.
West Haven Animal Control Officers were dispatched to the scene to investigate the complaint.
Upon reviewing the business’s surveillance footage, officers observed that earlier that morning, at 9:40 a.m., a woman was sitting in her vehicle with a dog in the front passenger seat.
Between 9:40 a.m. and 9:50 a.m., while parked in front of the business, the woman was seen punching the dog approximately 36 times in various parts of its body, including the head, face, and stomach.
The woman was later located and arrested.
She was identified as 28-year-old Sherin Monachan, of Merrick, N.Y.
The dog has since been seized by West Haven Animal Control and is being held in a safe location until a court ruling is made on the matter.
Monachan was formally charged with cruelty to animals and was held on bond at the West Haven Police Department.
